Authorizes the agency to issue up to $30,000,000 in aggregate principal amount of housing infrastructure bonds in one or more series for specified purposes.

Adds a new eligible use for housing infrastructure bonds to finance acquisition, improvement, and infrastructure of manufactured home parks, with land to be leased to low- and moderate-income manufactured home owners.

Expands the manufactured home park redevelopment program to provide grants or loans to cities, counties, community action programs, nonprofit organizations, and cooperatives for acquisition, improvements, and infrastructure including storm shelters and community facilities.

Allows housing infrastructure bonds to fund loans for manufactured home park infrastructure where the land portion is leased to low- and moderate-income manufactured home owners under the redevelopment program.
