Expands the definition of "alternative pupil" to include grade 10 students enrolled in career or technical education courses at Minnesota state colleges or universities who are not enrolled in public school districts.

Requires grade 10 alternative pupils to submit a reading assessment in the form prescribed by the enrolling postsecondary institution before enrollment.

Allows grade 10 alternative pupils to enroll in their first postsecondary options enrollment course if enrolled in a career or technical education course.

Permits grade 10 alternative pupils refused enrollment at a Minnesota state college or university to apply to other eligible institutions offering career or technical education courses, with priority given to current postsecondary students.

Allows students earning a "C" or better in their initial career or technical education course to take additional postsecondary courses for secondary credit, subject to limits in existing law.

Effective for applications submitted on or after July 1, 2018.
