Exempts the practice of hair braiding from all requirements under Minnesota cosmetology law by adding a new subdivision stating hair braiding is exempt from chapter requirements.

Removes the $20 per year registration fee for hair braiders from the administrative fees schedule.

Repeals existing subdivisions that required hair braiders to register with the Minnesota Board of Cosmetologist Examiners and complete 30 hours of instruction covering health, safety, infection control, and state cosmetology laws.

Maintains existing license fee schedules and penalty structures for all other cosmetology professions including practitioners, managers, instructors, salons, and schools.
