Adds exception to hospital construction moratorium for a project to add 100 licensed beds in an existing safety net, level I trauma center hospital in Ramsey County if the commissioner finds the project to be in the public interest after completing the required public interest review

Establishes deadlines for the public interest review process requiring the commissioner to notify hospitals of additional information requests within 30 days of initial plan submission

Requires the commissioner to issue a finding on whether a plan is in the public interest within 90 days, but no more than six months if extenuating circumstances apply

Requires hospitals seeking moratorium exceptions to submit plans to the commissioner no later than August 1 of the calendar year prior to the year when the exception will be considered by the legislature
