Requires foster care license holders and staff to complete 2 hours of pre-placement training on mental health disorders, including cultural considerations and effective behavioral approaches, plus at least 1 hour annually on children's mental health issues.

Mandates at least 1 hour of annual training on fetal alcohol spectrum disorders within the first 12 months of licensure, with training counting toward the 12-hour annual in-service requirement thereafter.

Establishes foster care sibling bill of rights granting children placed in foster care the right to placement together when possible, frequent contact, regular face-to-face visits, and participation in each other's celebrations and permanency planning decisions.

Requires the commissioner to review and revise the Minnesota Assessment of Parenting for Children and Youth (MAPCY) tool in consultation with communities of color to address cultural considerations and diverse needs.

Creates an African American child welfare work group to formulate policies and procedures relating to African American child welfare services, with findings due to legislative committees by February 1, 2019.
