Requires schools to attempt to provide alternative educational services or use nonexclusionary disciplinary policies before dismissal proceedings, except where a pupil will create immediate and substantial danger to self or others.

Mandates school districts to convene meetings with pupils and parents after 10 cumulative days of removal in a school year to assess the pupil's need for mental health screening and other services.

Requires written suspension notices to document nonexclusionary disciplinary policies initially used with the pupil, include a readmission plan, and request a meeting with parents to develop a plan addressing the behavior that led to dismissal.

Requires school reports to the commissioner to identify the pupil's behavior, nonexclusionary policies used, attempts to provide alternative services, and duration of exclusion or expulsion; effective for the 2018-2019 school year and later.
