Law enforcement agencies must maintain a public log of automated license plate reader use, including specific times of operation, aggregate vehicle data collected, databases compared against, and numbers of matches for stolen vehicles, outstanding arrest warrants, and suspended/revoked driver's licenses.

Law enforcement agencies must contract with independent auditors (not law enforcement agencies) to conduct biennial audits of automated license plate reader data and compliance with all applicable requirements.

Biennial audit reports must be submitted by July 1 of each odd-numbered year to the commissioner of administration, relevant legislative committees, and the Legislative Commission on Data Practices and Personal Data Privacy and must be made public.

The commissioner of administration may order additional audits if noncompliance is found and must suspend all automated license plate reader operations if a pattern of substantial noncompliance is determined, pending agency remediation.

Law enforcement agencies must notify the Bureau of Criminal Apprehension within ten days of acquiring or beginning use of automated license plate readers, and the bureau must maintain a public list of agencies using the technology and fixed reader locations.
