Appropriates $6,000,000 from the bond proceeds fund to the city of St. Paul for job training facilities with Southeast Asian language programming.

Funds construction and renovation of a bus driver and mechanics training facility on Acker Street in St. Paul.

Funds construction and renovation of a training facility on Plato Avenue in St. Paul for health care, manufacturing, and information technology jobs, with use as temporary facility during Acker Street renovation.

Authorizes the commissioner of management and budget to sell and issue up to $6,000,000 in state bonds to provide the appropriated funds.

Allows the city of St. Paul to lease or manage either or both facilities through a nonprofit corporation under Minnesota Statutes section 16A.695, effective the day following final enactment.
