Raises minimum age to possess semiautomatic military-style assault weapons from 18 to 21 years, with exceptions for military service, authorized training, and law enforcement duties.

Expands the definition of "semiautomatic military-style assault weapon" to include rifles with detachable magazines and certain features (pistol grip, folding stock, barrel shroud), pistols with detachable magazines and similar features, shotguns with pistol grips or detachable magazines, and conversion kits to assemble assault weapons.

Creates specific criminal penalties for transferring semiautomatic military-style assault weapons to persons under 21 years as a felony, with gross misdemeanor penalties for other illegal transfers.

Defines "detachable magazine" and "fixed magazine" for statutory purposes.

All provisions effective August 1, 2018, and apply to crimes committed on or after that date.
