Increases renewable energy standards for electric utilities, raising the 2020 requirement from 20 percent to 25 percent and the 2025 requirement from 25 percent to 37 percent of total retail electric sales.

Adds a new 2030 requirement of 50 percent renewable energy generation for all electric utilities.

Utilities that owned nuclear generating facilities as of January 1, 2007 must meet separate, higher standards with requirements of 30 percent by 2020, 37 percent by 2025, and 50 percent by 2030.

For nuclear-owning utilities in 2020, at least 25 percent of total sales must come from solar or wind energy (with no more than 1 percent from solar and at least 24 percent from wind), and the remaining 5 percent from other eligible energy technologies.
