Amends Minnesota Statutes section 349A.05 to require lottery retailer compensation be consistent with new section 349A.17 instead of the repealed section 349A.16.

Establishes minimum commission rates for lottery retailers: 5.5 percent on drawing-based lottery tickets, 6.25 percent on non-drawing lottery tickets, and 2 percent on winning tickets cashed.

Allows the State Lottery director to adopt rules providing compensation exceeding the minimum amounts and requires periodic review of ticket sales to adjust commission rates as needed to maintain appropriate return to the state.

Requires amendment of Minnesota Rules part 7856.4030 to align retailer compensation with the new statutory requirements, with transition provisions for tickets sold before August 1, 2018.

Repeals former Minnesota Statutes section 349A.16, which had required a one-half percent increase in commissions from 1998 levels and a minimum one percent commission on winning tickets cashed.
