Amends Minnesota Statutes section 169.18, subdivision 10 to require persons operating vehicles proceeding at less than normal traffic speed to drive in the right-hand lane or as close as practicable to the right-hand curb or edge.

Establishes a minimum fine of $100 for violations of the slow-moving vehicle left-lane rule.

Provides four exceptions where slow-moving vehicles may use the left lane: when overtaking and passing another vehicle, when preparing to turn left at an intersection or into a private road or driveway, when a specific lane is designated and posted for a specific type of traffic, or when preparing to exit a controlled access highway using a left-side exit.

Requires the Commissioner of Public Safety to conduct a public awareness campaign to increase public knowledge about the slow-moving vehicle left-lane requirement.
