Expands the adjutant general's authority to rent armories, buildings, and other facilities operated by the Military Department beyond Camp Ripley specifically.

Rental proceeds must be applied to: increased utilities and maintenance costs directly attributable to the rental, other operating and maintenance or repair costs for the rented facility, and maintenance and improvement of Military Department buildings or facilities.

Rental terms and conditions must not conflict with the Military Department's use of facilities for military purposes.

Permits the adjutant general to order current or former National Guard officers, warrant officers, and enlisted personnel to temporary state active service with their consent to ensure safe operation and usage of rented facilities.

Requires the adjutant general to include the cost of personnel in temporary state active service in the rental agreement, with pay rates determined by adjutant general policy.
