Amends Minnesota Statutes section 16A.98, subdivision 12, to redirect a portion of tobacco settlement residual subaccount funds annually to a new tobacco cessation account in the special revenue fund.

Establishes statewide tobacco cessation services administered by the Minnesota Commissioner of Health to assist residents seeking to quit tobacco products through telephone coaching, referrals, written materials, web-based services, and free FDA-approved medications.

Requires the Commissioner of Health to establish statewide public awareness activities informing the public about tobacco cessation services and the dangers of tobacco use.

Mandates that cessation services comply with evidence-based best practices and coordinate with employer, health plan, and private sector tobacco prevention programs.

Creates a tobacco cessation account in the special revenue fund with money annually appropriated to the Commissioner of Health for statewide tobacco cessation services.
