• Amends the education partnership program to require commissioner design aligned with data-driven, locally-controlled outcome programs like Strive Together and Promise Neighborhood

• Expands grant recipient requirements to include collecting and utilizing data, sharing disaggregated performance data with communities, employing continuous improvement processes, establishing anchor entities, and demonstrating use of nonstate funds from multiple sources

• Adds postsecondary education completion and middle school mathematics to the list of required supportive services programming areas that grants must address

• Establishes $480,000 annual base funding for Tier 2 implementing grants with specific allocations to Northfield Healthy Community Initiative ($160,000), Jones Family Foundation Every Hand Joined program in Red Wing ($160,000), and United Way of Central Minnesota Partners for Student Success program ($160,000) for fiscal years 2018-2019
