• Modifies early learning scholarship program eligibility to include children ages 3-4 (not 5) as of September 1, siblings of scholarship recipients, children of parents under age 21 pursuing a high school diploma or equivalency, and homeless or foster care children.

• Establishes income eligibility at 185 percent of federal poverty level or eligibility for federal nutrition assistance programs, foster care, TANF, or child care assistance.

• Allocates highest priority for scholarship awards to children with young parents pursuing education, children in foster care or needing protection, and homeless children; requires at least 50 percent of available funding for children birth to age two.

• Appropriates $70,209,000 annually for fiscal years 2018-2019 for the early learning scholarship program, with base increased to $70,709,000 for fiscal year 2020.

• Establishes home visiting grant program with $6,000,000 annually for fiscal years 2018-2019 to serve pregnant women and families with young children; requires at least 75 percent allocation to evidence-based programs serving high-risk populations.
