Appropriates $500,000 from the general fund to the Department of Education in fiscal year 2019 for water safety instruction grants to children.

Commissioner of Education must establish application procedures and criteria for community-based organizations to apply for grants.

Grant funds must be used to provide low-income and at-risk children with swimming lesson scholarships based on nationally recognized water safety curriculum, hire water safety instructors or lifeguards, or train instructors and lifeguards in recognized water safety practices.

Unused funds from fiscal year 2019 may be awarded in fiscal years 2020 and 2021.

This is a onetime appropriation available until June 30, 2021.
