Amends Minnesota Statutes section 126C.10, subdivision 18a to increase school district transportation sparsity revenue by 18.2 percent of the difference between actual transportation costs and baseline calculations.

Calculates the adjustment using the lesser of a district's current fiscal year transportation costs (including depreciation) or 105 percent of the second previous fiscal year's costs.

Subtracts from the calculation 4.66 percent of the district's basic revenue, existing transportation sparsity revenue, and charter school transportation adjustments for the previous fiscal year.

Extends the same per pupil adjustment calculation to charter schools based on their school district's adjustment.

Appropriates an unspecified amount from the general fund to the commissioner of education for additional general education aid in fiscal year 2019, effective for revenue in fiscal year 2019 and later.
