S.F. No. 3046 Summary

• Amends vehicle passing rules to require overtaking vehicles pass to the left at a safe distance and prohibit returning to the right side until safely clear of the overtaken vehicle.

• Requires motor vehicles overtaking bicycles or individuals to maintain at least three feet clearance and maintain that distance until safely past the overtaken bicycle or individual.

• Establishes that vehicles must be driven in the right-hand lane on all laned highways, freeways, and expressways when safe and practicable to do so.

• Creates exceptions to right-hand lane requirement for overtaking and passing, preparing for left turns, designated lane traffic, entering or exiting controlled-access highways, and compliance with traffic control devices or peace officer directions.

• Requires the Department of Public Safety to include information in the driver's manual about right-hand lane requirements and exceptions, effective after August 1, 2018.
