Amends Minnesota Statutes 2016, section 444.075, subdivision 1a to expand county authority over storm and sanitary sewer systems

Removes the previous exemption that excluded counties in the seven-county metropolitan area from having the same authority as municipalities for sewer facilities

Grants all counties (outside incorporated cities and sanitary districts) the same power as municipalities to build, construct, repair, enlarge, improve, and maintain storm and sanitary sewer facilities

Maintains requirement that storm sewer authority must comply with adopted watershed plans and local water management plans in applicable jurisdictions
