Clarifies that appropriations to the aviation degree loan forgiveness program account do not cancel and are available until expended for assisting qualified pilots and aircraft technicians with education loan repayment.

Establishes that the teacher shortage loan forgiveness repayment account funds do not revert to state funds and remain continuously available for loan forgiveness payments.

Creates special revenue fund accounts for large animal veterinarian loan forgiveness ($375,000) and spinal cord and traumatic brain injury research grants ($3,000,000), with appropriations available until expended.

Changes appropriation language for agricultural educators loan forgiveness ($50,000) and aviation degree loan forgiveness ($25,000) to specify transfers to accounts rather than deposits.

Ratifies labor agreements between the state of Minnesota and the Minnesota State College Faculty and the Minnesota State University Association of Administrative and Service Faculty, effective June 30, 2018.
