Reduces supervised experience requirements for mental health practitioners from 6,000 to 4,000 hours in certain circumstances, and expands qualification pathways for practitioners including those with relevant coursework, work experience, or graduate degrees.

Establishes new requirements for mental health practitioners working as clinical trainees, including supervision and training standards, and expands medical assistance coverage for outpatient mental health services provided by clinical trainees.

Modifies staffing requirements for Assertive Community Treatment (ACT) teams serving adults with serious and persistent mental illness, including guidance on team leader, psychiatric care provider, nursing staff, and peer specialist roles.

Changes qualification standards for mental health rehabilitation workers and providers of children's therapeutic services and supports, including revised hour requirements and expanded experience pathways to increase workforce flexibility.
