Establishes a domestic violence and sexual assault prevention program administered by the Minnesota Department of Health's injury and prevention unit to award grants to nonprofit organizations for community-driven prevention efforts.

Creates a domestic violence and sexual assault prevention account funded by portions of civil marriage license fees, with funds annually appropriated to the commissioner of health for grants.

Allows the commissioner to spend up to 15 percent of program funding for program promotion, administration, and technical assistance to grantees.

Increases civil marriage license fees from $115 to $130 (standard) and from $40 to $55 (for those completing 12 hours of premarital education), with $15 per standard license and portion of reduced-fee licenses directed to the prevention program.

Requires biennial reports by February 28 of even-numbered years detailing grant expenditures, number of organizations and individuals served, best practices implemented, and recommendations for preventing domestic violence and sexual assault.
