Adds supplemental grant authority to Minnesota Statutes section 446A.073 allowing the Public Facilities Authority to increase grant amounts for wastewater infrastructure projects when combined grants fall below specified thresholds.

Requires combined grants from all state and federal sources to reach either 50 percent of total project costs or an amount that reduces annual household costs to no more than twice the Twin Cities metropolitan area weighted average retail charge per household.

Defines "total project costs" to include building, operating, and maintaining wastewater systems plus existing and proposed debt service and operation and maintenance costs.

Requires the Public Facilities Authority to submit annual funding estimates by February 1 to legislative committees with jurisdiction over capital investment and environment and natural resources finance for grants under sections 446A.072 and 446A.073.

Appropriates unspecified bond proceeds from the state bond proceeds fund to the Public Facilities Authority for supplemental grants, with the commissioner of management and budget authorized to issue bonds as prescribed under Minnesota Statutes sections 16A.631 to 16A.675.
