Amends Minnesota Statutes section 120A.20, subdivision 2, to clarify pupil transportation authority for homeless students.

Establishes that a homeless pupil's school district of residence is determined by where the parent or legal guardian resides, with exceptions for terminated parental rights, parents outside the state, or parents incarcerated or in correctional halfway houses.

Designates the serving district as responsible for transporting homeless pupils to and from their district of residence, with the option to transport from a permanent home in another district only through the end of the academic school year.

Assigns charter schools the responsibility to provide transportation for homeless students when the district or school provides transportation for other charter school pupils.

Clarifies that homeless pupils with individualized education plans enrolled in programs through intermediate school districts or special education cooperatives remain the responsibility of the initial serving district unless both districts mutually agree otherwise; effective July 1, 2018.
