Changes the definition of "communicable disease" from "excluding" to "including" specific disease categories (viral hemorrhagic fevers, severe acute respiratory syndromes, pandemic influenza, bioterrorism-caused diseases, and novel infectious agents) to clarify which diseases fall under isolation and quarantine authority.

Expands the definition of "qualifying employee" to include persons who have responsibility for the care of someone subject to isolation or quarantine, in addition to those directly subject to isolation or quarantine.

Prohibits employers from discharging, disciplining, threatening, penalizing, or discriminating against qualifying employees based on their isolation or quarantine status or caregiving responsibilities for isolated/quarantined family members.

Allows qualifying employees to bring civil action within 180 days of a claimed violation or 180 days after isolation or quarantine ends (whichever is later) to recover lost wages, benefits, reinstatement, or other relief, with prevailing employees receiving reasonable attorney fees.

Specifies that protections do not alter existing sick leave or sick pay terms of employment.
