Establishes transportation permit requirements for importation and intrastate movement of saltwater aquatic life, valid for 30 days and usable for multiple shipments if source and destination remain the same.

Requires documentation of 36 consecutive months of negative disease testing from an approved laboratory or negative testing for specific shipment lots before transportation permits are issued, with foreign-origin shipments subject to commissioner-approved quarantine plans.

Exempts from permitting requirements: processed saltwater aquatic life, shipments directly to food processors, exports, transit through the state, and intrastate transport between licensed facilities when accompanied by proper shipping documents.
