Modifies requirements for public bodies to conduct meetings by interactive television under Minnesota Statutes 2016, section 13D.02.

Creates exceptions to the requirement that all meeting locations be open and accessible to the public for military members at required drills, deployments, or active duty, and for members with medical advice against public attendance.

Changes terminology from "electronic means" to "interactive television" when describing how members participate in meetings.

Requires meeting minutes to identify members appearing by interactive television and document the reason or reasons for their remote appearance.

Maintains existing requirements that members participating remotely can hear and see one another, at least one member physically attends the regular meeting location, and the public can view all discussions and votes.
