Amends Minnesota Statutes section 125B.26 to modify how Internet access equity aid is calculated for school districts, charter schools, and intermediate school districts, effective for fiscal year 2019 and later.

Creates new subdivision 4a establishing additional telecommunications equity access aid equal to the greater of zero or the district's approved costs minus aid under subdivision 4, minus $7 times adjusted pupil units.

Appropriates $3,750,000 for fiscal years 2018 and 2019 for equity in telecommunications access aid under subdivision 4, with any unused balance carrying forward to the next year.

Appropriates $1,000,000 for fiscal year 2019 for additional telecommunications equity access aid under the new subdivision 4a.

Authorizes the commissioner to reduce reimbursement rates and prorate revenue if appropriations are insufficient to cover eligible district costs.
