Appropriates $9,650,000 in fiscal year 2018 ($2,150,000 from vehicle services account, $7,500,000 from driver services account) and $350,000 total for fiscal years 2018-2019 to the Office of Legislative Auditor for MNLARS development, operations, and deployment.

Requires commissioner of public safety and state chief information officer to submit by May 1, 2018 a detailed project budget, timeline with specific deadlines and performance measures for each quarter, user acceptance testing plan, stakeholder input plan, and communications plan for MNLARS outages.

Establishes MNLARS Steering Committee composed of legislative leadership from both chambers with authority to review quarterly appropriations, defer or reduce funding based on failure to meet deadlines and performance measures, and approve project timeline and plans.

Requires legislative auditor to appoint information technology auditor with .NET software expertise to conduct technical assessments of MNLARS, monitor progress toward deadlines and performance measures, and submit quarterly reports to the steering committee.

Directs commissioner of public safety to issue request for information by May 1, 2018 seeking vendor proposals for replacement vehicle information system and submit report on vendor responses by August 1, 2018.
