Allows commissioner of natural resources to require performance bonds, security deposits, or other security for removing improvements or personal property left on leased premises upon lease termination or cancellation.

Authorizes St. Louis County and counties to enter 30-year leases of tax-forfeited land for wind energy projects and recreational trails; allows similar 30-year leases by the commissioner for land administered by the Department of Natural Resources.

Permits public sales of surplus state-owned land to be conducted through online auctions and allows commissioners to use licensed real estate brokers to sell remaining parcels at not less than 90 percent of appraised value.

Adds specified parcels to Frontenac State Park (Goodhue County), Minneopa State Park (Blue Earth County), and St. Croix State Park (Pine County); deletes specified parcels from St. Croix State Park and repeals prior law allowing deletion from Jay Cooke State Park.

Authorizes private sales and conveyances of state and tax-forfeited lands in multiple counties (Chisago, Mahnomen, Rice, St. Louis, Sherburne) and adds land to Badoura and Snake River State Forests; permits Breitung Township to transfer lands to the state at no cost.
