S.F. No. 3169 Summary

• Commissioner must prepare summaries of hunting and fishing laws and deliver sufficient copies to license vendors, with each person obtaining a license receiving one copy.

• Summary must include a "Trespass" section that summarizes trespass provisions under sections 97B.001 to 97B.945, states that conservation officers and peace officers must enforce trespass laws, and lists penalties for trespassing.

• Summary must include a "Duty to Render Aid" section that summarizes requirements under section 609.662 and states penalties for failure to render aid to persons injured by gunshot.

• Commissioner may conduct a separate selection for up to 20 percent of elk licenses for landowners and tenants with at least 160 acres of agricultural or grazing land and their family members; holders may sell licenses to Minnesota residents eligible to hunt big game for no more than the original cost.

• Commissioner must conduct a mandatory separate selection for 20 percent of elk licenses annually for individuals who have applied at least ten times and never received an elk license.
