Commissioner shall allocate child protection grants to counties with 80 percent paid by July 10 each year and 20 percent withheld based on performance metrics determined in January with payments in February.

Counties must achieve 90 percent performance threshold for face-to-face contact with alleged child victims within timelines defined in section 626.556, subdivision 10, paragraph (i) to receive 10 percent of withheld funds.

Counties must achieve 90 percent performance threshold for monthly face-to-face visits by caseworkers to children in foster care and children receiving child protection services in their homes to receive the remaining 10 percent of withheld funds.

Withheld funds from counties not meeting performance requirements shall be reallocated to counties meeting the requirements.

Commissioner may redirect up to 20 percent of an underperforming county's funds toward a performance improvement plan if the county fails to meet child protection standards and does not demonstrate significant improvement.
