Lowers the petition signature requirement for drainage system repairs from the standard threshold to 26 percent of affected property owners for the Bois de Sioux Watershed District.

Allows the watershed district to order repairs if the system needs restoration to serve its original purpose and repair costs do not exceed original benefits updated to current land values using the county assessor's three-year average market value estimate.

Requires the watershed district to report on the use of these modified procedures by January 15, 2022, to the drainage working group and agriculture policy committee chairs and ranking minority members.

Expires August 1, 2023, making this a temporary authorization for modified procedures.

Becomes effective upon the Bois de Sioux Watershed District's compliance with Minnesota Statutes section 645.021, subdivision 3.
