Exempts temporary storage facilities at commodity facilities from Minnesota fugitive emission standards (Minnesota Rules, parts 7011.1000 to 7011.1015) if the facility is subject to control requirements under Minnesota Rules, part 7011.1005, subpart 3.

Determines that portable equipment and fugitive dust emissions directly associated with qualifying temporary storage facilities have no applicable specific standard of performance.

Defines "temporary storage facility" as a grain storage facility with an asphalt, concrete, or comparable base; rigid, self-supporting sidewalls; adequate aeration; and acceptable covering.

Defines "portable equipment" as non-fixed equipment that can be moved, including portable receiving pits, augers, conveyors, and reclaim equipment directly associated with the temporary storage facility.

Effective date is the day following final enactment.
