Establishes the water quality and sustainability account as part of the remediation fund to receive and manage settlement revenue from 3M Company litigation under an agreement entered February 20, 2018

Appropriates money from the account to the commissioners of the Pollution Control Agency and Department of Natural Resources for purposes authorized under the settlement

Requires biannual reports to legislative committees on account expenditures and annual reports by November 1 each year to the legislature on spending and anticipated future expenditures

Directs the Pollution Control Agency and Department of Natural Resources to work with stakeholders including east metropolitan municipalities and 3M Company to identify and recommend projects for funding

Amends Minnesota Statutes to increase the number of accounts within the remediation fund from two to three and designates the new water quality and sustainability account as subdivision 5a
