Amends Minnesota Statutes section 242.192 to establish that counties are charged 65 percent of the per diem cost of confining juveniles in state correctional facilities, excluding educational costs and nonbillable services.

Applies the 65 percent charge to juveniles at Minnesota Correctional Facility-Red Wing and juvenile females committed to the commissioner of corrections, regardless of whether counties participate in the Community Corrections Act.

Requires the commissioner to determine per diem costs based on projected population, pricing incentives, and market conditions.

Removes the previous requirement that expense and revenue balance out over a two-year period.

Repeals Minnesota Statutes section 401.13, which previously charged counties the actual per diem cost of confinement for participating counties only.
