Prohibits public employers from reducing compensation or benefits for members' absences when engaging in Professional Educator Licensing and Standards Board business.

Allows school districts or charter schools to request waivers of the July 1 application deadline for Tier 1 teaching licenses.

Changes "annually may permit" to "may permit" for licensed teachers in alternative education programs to instruct students outside their licensure content area.

Modifies Tier 3 license coursework requirements by replacing "submission of a content-specific" language with "a recommendation for licensure via portfolio from the board specific to the licensure area."
