House of Representatives and Senate must adopt annual joint budget targets at least 14 days before the constitutional adjournment date, with public comment allowed and binding effect on each body, effective June 30, 2017.

Changes to joint budget targets may only be made publicly through published agreement of the Speaker of the House and Senate Majority Leader.

Legislative Commission on Data Practices and Personal Data Privacy must study and recommend options by December 15, 2017, for expanding public access to legislative records and meetings while preserving the legislature's constitutional functions.

The commission's study must consider current access laws and practices, experiences of other state legislatures, benefits and risks to the legislative process and public, and administrative impacts including potential cost and staffing increases.

Commission must add joint budget and revenue target adoption to its duties and schedule a public hearing with at least 14 days' notice before the constitutional adjournment date each year.
