Establishes a water quality and sustainability account within the remediation fund to hold settlement revenue from the February 20, 2018 agreement between the state and 3M Company.

Appropriates money in the account to the Pollution Control Agency commissioner and Natural Resources commissioner for purposes authorized under the settlement.

Requires the two commissioners to jointly report biannually to the legislature by July 1 and December 1 each year with information about expenditures from the account and spending plans for anticipated expenditures.

Amends the remediation fund statute to increase the number of accounts within the fund from two to three by adding the new water quality and sustainability account.
