Amends Minnesota Statutes section 122A.70 to strengthen teacher mentorship and retention programs for teachers of color and American Indian teachers, including providing additional stipends to mentors of color and financial incentives for these teachers to work in districts for at least five years.

Modifies section 124D.862 to require at least 80 percent of achievement and integration revenue be used for culturally relevant curriculum, hiring diverse staff, and other direct student services, with up to 20 percent available for professional development activities to retain teachers of color and American Indian teachers.

Increases appropriations for "Grow Your Own" teacher pathway programs from $1,500,000 in 2018 to $2,500,000 in 2019, with $1,500,000 specifically for nonconventional teacher residency programs in districts with more than 30 percent students of color and $1,000,000 for programs in districts with more than 25 percent students of color or American Indian students.

Increases funding for collaborative urban and greater Minnesota educators of color programs from $1,000,000 in 2018 to $1,500,000 in 2019, with competitive grants to teacher preparation programs based on recruitment and retention of candidates of color and American Indian candidates.

Requires grant recipients to spend funds within 18 months and programs to annually report participation numbers, demographic data, and effectiveness metrics including graduation, placement, and retention rates.
