Creates a 22-member task force to expand statewide telepresence platform access in health and human services, with representatives from legislative bodies, state agencies, counties, and healthcare organizations.

Task force must explore opportunities to improve behavioral health service delivery through a common interoperable telepresence platform and identify barriers including bandwidth limitations and broadband infrastructure needs.

Requires task force to identify standards and capabilities for a single telepresence platform, evaluate potential vendors, and recommend governance structures and sustainable financial models.

Task force must report recommendations to legislative committees by January 15, 2019, including any required legislation to implement the telepresence platform expansion.

Task force sunsets July 31, 2019, or upon submission of the required report, whichever occurs first; Commissioner of Human Services provides administrative support.
