Extends advance notice requirement for hospital closures, service curtailments, or relocations from 90 days to 9 months before the scheduled action.

Requires the Commissioner of Health to conduct a public hearing in the affected community at least 6 months before the scheduled closure, curtailment, or relocation, including explanations of reasons, access continuity plans, public testimony, and facility responses to questions.

Establishes a right of first refusal requiring hospitals to make good faith offers to sell or convey the hospital or campus to the home rule charter city, county, town, or hospital district where it is located before selling, conveying, or closing.

Sets the right of first refusal offer price at no more than current fair market value, with recipients having 60 days to accept or decline; failure to respond within 60 days constitutes a decline.

Imposes penalties including possible correction orders for failure to notify the Commissioner or participate in required public hearings.
