Modifies licensing requirements for behavioral health service providers, including new notification procedures for changes to license holder information, authorized agents, controlling individuals, business structure, program location, and tax identification numbers, effective August 1, 2018.

Creates new temporary change of ownership license provisions allowing programs to continue operating during ownership transitions without service interruption while new license applications are evaluated.

Expands Medical Assistance coverage to include post-arrest officer-involved community-based service care coordination for individuals screened positive for mental illness or substance use disorder, provided through qualified county employees or contracted providers for up to 60 days following eligibility determination.

Amends disqualification set-aside provisions for individuals with chemical dependency backgrounds, establishing mandatory set-asides for nonviolent controlled substance offenders meeting specific criteria including documented treatment completion and one-year abstinence.

Modifies provider certification and approval processes for assertive community treatment, intensive residential treatment services, adult rehabilitative mental health services, and crisis response services to allow commissioners to deny applications when local services are sufficient to meet community needs.
