Allows parties to a suspension to file a signed written complaint with the commissioner alleging violations of Minnesota Statutes sections 121A.40 to 121A.56.

Commissioner must conduct an independent investigation at their discretion and provide the complainant and school board opportunities to submit information and respond.

Commissioner must issue a written decision within 30 days addressing each allegation and containing findings of fact and conclusions.

If violations are found, the commissioner may order corrective action including compensatory education for the pupil or training for school staff.

Complaints must allege violations occurring within 180 days prior to filing, and the complainant must forward a copy of the complaint to the school or school board.
