Allows commissioner to grant permanent variances to child care licensing rules that do not affect health or safety, which expire if conditions change; requires applicants to inform commissioner of any modifications or face variance revocation.

Establishes that the commissioner's decision to grant or deny variance requests is final and not subject to appeal under chapter 14.

Requires commissioner to consider variances for child care center staff qualification requirements under Minnesota Rules parts 9503.0032 and 9503.0033, including a plan for additional experience, education, or training and consideration of professional development on the Minnesota career lattice.

Allows group family day care programs licensed as class D specialized infant and toddler programs to operate as class B programs on days when only one caregiver is present.

Requires commissioner to enhance the licensing information lookup website by December 31, 2018 to include program-specific monitoring results, dates of inspections, violations noted, and how violations were addressed by providers.
