Office of the Legislative Auditor requested to conduct study comparing how students in prekindergarten through grade 12 generate revenue and how that revenue is spent and reported across traditional school districts and charter schools.

Study must examine whether students generating the greatest state funding access those funds at school level and compare per pupil expenditures between high-income and Title I schools.

Study must investigate whether students in low-income schools subsidize students in high-income schools and list total revenue sources including state, local, philanthropic, and parent association funds.

Study must assess variation in Uniform Financial Accounting and Reporting Standards (UFARS) reporting across schools and identify funding discrepancies between traditional and charter schools.

Legislative Auditor must deliver study findings to chairs and ranking minority members of education committees no later than February 1, 2019.
