Commissioner of health shall examine and analyze alignment of health care delivery with best practices guidelines and identify health care services and procedures with low value and little patient benefit.

Commissioner may use the Minnesota All Payer Claims Database (MN APCD) to conduct the analysis using the most recent data available.

Commissioner may convene a work group of no more than eight members with expertise in health care delivery systems, clinical experience, or research to make recommendations on services and procedures to analyze.

Preliminary report due February 1, 2019 outlining work group recommendations and early findings; final report due January 15, 2020 with completed analysis.

One-time appropriation from general fund in fiscal year 2019 to the commissioner of health to conduct the analysis of low-value health services.
