S.F. No. 3331 - Large-Capacity Magazines

• Defines "large-capacity magazine" as any ammunition feeding device holding more than 10 rounds, or parts that can be assembled into such a device, with exceptions for permanently altered devices, .22 caliber tube devices, and tubular magazines in lever-action firearms.

• Prohibits manufacturing, importing, transferring, owning, or possessing large-capacity magazines effective August 1, 2018, with felony penalties ranging from 5 years/$25,000 for general violations to 20 years/$100,000 for persons with prior firearm convictions.

• Exempts government officers, armed forces members, peace officers, and licensed manufacturers/dealers selling to the military or law enforcement agencies when acting within their duties.

• Requires persons legally owning magazines before February 1, 2018 to either register them with local law enforcement (with mandatory storage regulations, annual renewal, and inspection rights) or surrender/modify/remove them from the state within 120 days.

• Prohibits registered magazine owners from transferring devices (except to law enforcement for destruction) or purchasing additional magazines, and requires reporting of loss or theft to law enforcement within 48 hours.
