Requires public employers and exclusive representatives of teachers to sign collective bargaining agreements by January 15 of even-numbered calendar years.

Imposes state aid penalty equal to $25 times the number of adjusted pupil units if collective bargaining agreement is not signed by the deadline.

Exempts from penalty if unresolved contract items are submitted to interest arbitration by December 31 of odd-numbered year and arbitration panel issues decision within 60 days of final positions being filed.

Provides one-time extension of contract deadline to March 15 for districts undergoing reorganization according to specified statute sections.

Applies to collective bargaining agreements with terms beginning July 1, 2019, and later.
